Humberto Marengo Mogollón is a worldwide expert in the construction of dams, canals, and all forms of hydraulics. Humberto has served on the Federal Commission Board of Mexico as a valued authority on civil engineering and hydraulics for over 30 years. He received his PhD in Civil Engineering/Hydraulics from the National University of Mexico in 1994. He has been published and profiled numerous times in his illustrious career.
